Each TriWest Group consultant brings a range of experience in human services, individual specializations and personal experiences to the team. Through our work as clinical psychologists, project directors, program managers, treatment coordinators, teachers and consultants, we are directly familiar with the challenges facing today's systems. Our Colorado-based support staff provides a central location for our endeavors and strives to provide personable customer-based service.


Tonya Aultman-Bettridge, PhD

Tonya Aultman-Bettridge is based in Boulder, Colorado. Dr. Aultman-Bettridge has significant experience in research and evaluation in the areas of juvenile justice, youth crime, school violence, and delinquency. Prior to joining TriWest, Dr. Aultman-Bettridge served as the Senior Research Analyst for the Colorado Division of Youth Corrections. She was also a Research Project Director at the Center for the Study and Prevention of Violence at the University of Colorado, and a faculty member at the University of Colorado at Denver School of Public Affairs. She holds a Master of Criminal Justice degree and a doctoral degree in public affairs from the University of Colorado at Denver.

David Bartsch, PhD

David Bartsch is based in Boulder, Colorado. Dr. Bartsch has extensive experience in service system research and program evaluation. He has directed quantitative studies of mental health, criminal and juvenile justice system programs, and system reform efforts. His primary emphases include research methods, large-scale databases, and quantitative analyses. Dr. Bartsch received his doctoral degree in psychology from the University of Montana, and has served as Director of Decision Support Services for Colorado Mental Health Services, Director of Quality at Jefferson Center for Mental Health, and an evaluator of juvenile and criminal justice programs in the Office of the Arizona Supreme Court.

Deborah Evans, MA

Deborah Evans is TriWest Group's Operations Manager, based in Boulder, Colorado. Before joining TriWest Group, she was the owner and operator of an independent bookstore business. She has over 25 years of experience in public and private-sector business management and program administration in the areas of higher education, human services, publishing, and the hospitality industry. She received a master's degree in cultural anthropology from the Graduate Faculty of Political and Social Science at the New School for Social Research in New York.


Erin Hall, MS

Erin Hall is based in Boulder, Colorado. Ms. Hall has significant experience in community development and systems change in the areas of mental health care and substance abuse treatment. She brings additional expertise in education and training, problem analysis, planning for sustainable change and meeting facilitation. Prior to joining TriWest Group, Ms. Hall was the Project Manager for the Mental Health and Substance Abuse Partnership of Larimer County. She was also on faculty at Colorado State University in the Department of Occupational Therapy. Ms. Hall received a Master of Science degree in occupational therapy from Colorado State University.

Jenna Ichikawa, MPA

Jenna Ichikawa is based in Seattle, Washington. Ms. Ichikawa's research has focused on juvenile justice policy reform and costs incurred by co-occurring youthful offenders in judicial and treatment systems. Prior to joining TriWest Group, she was Interim Project Director for the Seattle-King County Reclaiming Futures Initiative. Ms. Ichikawa also conducted research for the Juvenile Detention Oversight Committee of King County. She earned her Master of Public Administration degree from the Evans School of Public Affairs at the University of Washington in Seattle.


Andrew Keller, PhD

Andrew Keller is a principal of TriWest Group, based in Petoskey, Michigan. He has provided consultation and conducted evaluation for numerous human service systems, including mental health (state Medicaid mental health reforms, state psychiatric hospitals), child welfare, and local systems of care. Dr. Keller has extensive experience in qualitative methods, especially stakeholder focus groups. He is a licensed psychologist in Colorado and Michigan and has clinical service and administrative experience with intensive community-based and other services for children, families, adults, and older adults. He has particular expertise in services for adults with serious mental illness, including assertive community treatment and psychosocial rehabilitation services. He received his doctoral degree in clinical and community psychology from the University of Maryland at College Park and is a former post-doctoral fellow, senior fellow, and faculty member in the Department of Psychiatry at the University of Colorado Health Sciences Center.


Socorro Martinez-Parham, M.Ed.

Socorro Martinez-Parham is based in El Paso, Texas. Ms. Martinez-Parham has broad experience in children's mental health, with specialized training in the area of Early Intervention. In addition to roles in clinical supervision and program development and implementation, she has served in direct care roles. Ms. Martinez-Parham is a Licensed Professional Counselor in the State of Texas, and holds a Master of Education degree in guidance and counseling from the University of Texas at El Paso. She is bilingual in English and Spanish.


Frank McGuirk, PhD

Frank McGuirk is a consultant to TriWest Group based in Boulder, Colorado. Dr. McGuirk has worked in leadership positions in human service agencies for over 25 years. With TriWest Group, Dr. McGuirk provides consultation to projects encompassing multi-site evaluation, formative evaluation and consultation on evaluation design and service delivery for state governments, American Indian tribes, the federal government, and HMOs. Dr. McGuirk's career has spanned a range of senior administrative positions, including deputy director of a major urban mental health care delivery system, director of the Mental Health Program of the Western Interstate Commission for Higher Education (WICHE), and other positions in hospital and clinic settings. He received his doctoral degree from Colorado State University.


Jesús Sanchez, PhD

Jesús Sanchez is based in Boulder, Colorado. Dr. Sanchez is experienced in research evaluation and quantitative analysis, managing and developing service delivery initiatives in provider agencies, bicultural clinical approaches, and translation of complex research and clinical constructs into Spanish. With TriWest Group, he has focused on quantitative analysis and design, as well as a particular focus on cross-cultural projects. He is a licensed psychologist in Colorado and has held administrative and clinical positions in various clinic and hospital settings. Dr. Sanchez received his doctoral degree in clinical psychology from the University of Colorado, Boulder. He is bilingual in Spanish and English.


Peter Selby, PhD

Peter Selby is a principal of TriWest Group based in Seattle, Washington. Dr. Selby's work focuses on services, service systems and communities of care for children, youth and families. His work has addressed human service issues as an administrator, consultant and evaluator across a range of institutional and community-based settings in juvenile justice, mental health and child welfare. He has specific expertise in fidelity-based approaches to evaluating and implementing evidence-based interventions (such as Multisystemic Therapy, Dialectical Behavior Therapy, and wraparound approaches). With TriWest Group, he provides consultation around evaluation, program development and training with government and community-based agencies and foundations. His recent work has emphasized community and inter-agency collaboration and coalition building. Dr. Selby is a licensed psychologist in Washington and is a former academic and current clinical faculty member in the Department of Psychiatry at the University of Washington. He received his doctoral degree in clinical and community psychology from the University of Maryland at College Park.


Bill Wilson, MSW

Bill Wilson is based in Petoskey, Michigan. Over the last 20 years, Mr. Wilson has worked as a clinician, supervisor, and administrator in child welfare and addiction treatment settings. He has had particular clinical and administrative experience with home-based family preservation programs, including outreach family counseling, Family Group Decision Making, and Families First. In addition, he has served in program development and quality improvement roles throughout his career. Mr. Wilson is a Licensed Master Social Worker in the State of Michigan, a member of the Academy of Certified Social Workers, and holds a Master of Social Work degree from the University of Michigan.
