In the same way that attention moved from individual providers to systems of care in the 1990s, the current emphasis on service effectiveness for children and families is evolving from systems to communities of care. These communities are built on effective collaboration and coalition-building among formal and informal providers, service organizations and members of the communities being served.

Currently, TriWest is working to support innovative collaborative approaches at the local, multi-state, and national levels. This work includes technical assistance, evaluation and dissemination of information.
